Viktor W game loosing bug, doesnt stun or fully slow enemy champions

here the 3 of the most obvious exampels of the bug, i have no idea how to reproduce it, when i wen to customes with my friend all was fine, but dam, this bug happend to me in 3 out of 3 games this patch and he ruined 2 of them (the 3rd one was aram and we was hard winning, no one really cared) the bug is really game changing, pls hotfix it, i just cant play viktor till it fixed
