Laning Nunu and His Q

Would it be too over the top to have Nunu's q stat apply on cannon minions and supers in addition to large jungle creeps? I feel that at the moment because of how his kit is currently tailored it almost forces him into jungle. I would love to see the return of Nunu in other roles such as support and top. I don't think it would be too OP either. What does everyone else think? Too broken?
