What happened to the move only click?!?!

I've been away from league for about a month now and the one thing I immediately noticed (Besides the runes masteries and crazy cartoon girl who steals my summoners) is that the Move only key binding which would allow you to click over monsters and minions without forcing you to attack. now when I chase a champion in minion crowds if i don't click on the enemy champ just right with my giant golden finger of a cursor I end up hitting a minion. what happened to that movement option

The hotkey you'd want to use is called "Target Champions Only" and is located under the abilities and summoner spells additional hotkeys. While that key is held down you will only click on champions.
