i found two conflicting descriptions of tahm kenchs ult passive. one says he deals bonus magic damage based on max hp and the other deals damage based on his bonus health.
which is it?

Whatever you see on the PBE/PBE updates is correct. The champion reveal can often times have an initial idea, then as they're bringing him out and working with him on the PBE they rework and change things for him. So PBE correct information, Reveal oudated information.
Stupid question, but is bonus health any amount of health you get that is NOT base health? Example = Runes, masteries, items, etc.
