Shens dodge zone doesn't reset garens q anymore?

Shen used to be my normal pick into Garen. He runs at me with q, I block it with dodge zone, trade and back off. With todays patch, I've seen 0 changes about anything to this in his q. The Patch note is " Q - Decisive Strike (NEWCAST TIME) ~~ Now scales with Garen's attack speed, behaving more similarly to a basic attack (BUGFIX)Fixed a bug where when Garen is slowed, his Q's lockout time dramatically increased"

Now, I block the aa with my dodge zone, it comes up blocked. He proceeds to just finish with his q, silencing him right after.

Is this now intended?

It happening with Jax’s e as well. Really annoying to deal with actually.

That IS interesting. I think it's a bug because normally, you would consume your Q.
