Miss Fortune Bullet Time Tool tip

Effective as of Patch 5.19 Miss Fortune's (R) Bullet Time, has an AD scaling of 0.1/0.175/0.25

My question is, when I look at the tool tip of the ability in the game, it looks as if it doesn't really scale as shown in the patch notes. I have 70 AD at level 1 with dorans blade. But when I look at the tool tip of bullet time, it only has +2 on the ad damage. I mean 0.1 of 70 is 7 right? It kind of suggest that the AD scaling is much less than what is written in the patch notes. So I'm going to ask, is this the problem with the tool tip, or is the patch notes actually wrong? It's just a shame that is finally getting a real buff yet the buff COULD be miniscule, it all depends whether or not the tool tip was correct.
