Yasuo, as you already mentioned is out of meta. Why does this happen? Because of the burst damage. He. alongside numerous other champions, can not cope with that due to their kits. Yasuo however, is very different. His kit is very powerful and in the right hands (which we most of the time do not see), he remains an extremely powerful pick which can single handedly carry games.
Then we got your ideas which, in all honestly, are as good as Riot's attempt to nerf Kassadin by giving him -5 speed (aka straight up miss the spot). Him getting more armor pen on his R will simply send him back Toplane and will still be ineffective since he will still be beaten by most melee champions.
Won't make him feel better at Midlane
Doubling his ult damage will just make him a pick or ban at Botlane, where he is already strong at. The only reason he is very good at botlane right now is how well his kit cooperates with CC oriented supports and how much damage his ultimate deals **and ** how good his followup is after he ults. Again, by doubling his Ult damage, he will remain botlane becoming the bane of every botlane player
Won't make him feel better at Midlane
The champions you mention are meant to beat him
Ekko and Zed were always meant to be his counters. Yasuo's kit is oriented around him being a high risk-high reward champion while in reality he has medium risk, low reward with the reward changing based on the meta.
However, the thing you don't seem to realise is the fact that he is still very powerful against the champions he was meant to beat. Yasuo's kit is all about engaging (risk) and due to how good his numbers are, him being able to shred (reward) those champions that rely on the enemy staying away from them (mages).
He will still be able to beat a Xerath, a Ryze, a Twisted Fate and many more which are all champions that he can get close to.
However, he can not bean champions that can engage and disengage at ease while also dealing huge amounts of burst damage which, since the very beggining, were meant to beat him
Tldr
Yasuo does not need buffs. His winrates are down due to champions like the ones you mentioned which are (most) overpowered.
The mindset of yours, no offense meant, is what brought the game to the situation it currently is in and to be more excact, the "X champion loses to YZ meta (=overpowered) champions = X champion needs to be buffed until he beats them", is what created the Burst meta we currently experience.
And as a side note, I doubt you are using any sort of voting bots (like someone mentioned above). It is just that threads named "X is weak, needs a buff" will bring the (most of the time) one sided mains of X champion which will upvote the thread just because they agree with their champ being better than others.
