Here's a few statements I think you may find useful.
One, not all players will be scripters or bots. Scripters have a few easy-to-identify tells to demonstrate they are scripting. However, there's also a difference in terminology you are probably not aware of.
Scripters or scripting is a real player who is using a third party program, or script to automate some actions in-game for them, they use this to better CS, automatically dodge any incoming skillshot, break the game by using exploits (some champions in the past have had exploits that make it possible to spam certain abilities as if they have no cooldown), and other forms of cheating. These players are typically people who get frustrated at their shitty rank and resort to cheating to get an advantage in order to climb, or boosters using scripts to boost (playing on another person's account to artificially rank them up) more efficiently.
Note that extremely 'good' players you observe in low summoner levels may not be scripters, but simply players who are leveling a smurf (alternative, lower ranked) account for whatever reason.
Bots are entirely automated programs. There's no person behind the wheel, so to speak. It's possible there's several accounts and games being played on a single machine, and these bots just go and complete an automated set of actions every X seconds, some more sophisticated than others. These are the players you see select one set of summoner spells every single game and do dumb shit like running it up mid every game.
These players may not all be bots, some may be genuinely new players, but it gets pretty easy to distinguish one from the other.
To avoid these players, you pretty much just want to play blind pick normals. Unfortunately you'll play against shit like Riven, Yasuo, and Fiora (extremely annoying, decently powerful meta picks) a good deal of the time but you'll come to enjoy normals far more than bot matches as you play against actual people.
