Why are those Elo boost sites even allowed?
You pay to get your ranks up by hiring skilled people from highest rank?

its tech not allowed, under riot TOS, but they cant take down the sites.
It's not allowed (the actions they do on them), but Riot can't take the sites down cause they don't have that power.
Those services are bannable, but it's unlikely to be either worth it or possible to shut them down. They just create a new one.
If you know a person boosted or bought their account, you can report them with a Support Ticket.
