She has a 56% winrate in the toplane a 56% winrate in the midlane (op.gg). She isn't hard to play, nor is she fun to play against. She remains relevant throughout the entire game regardless of how her laning phase goes, she has access to both targeted and AOE stuns. Tibbers allows her to go even in trades even if she is killed. She does more burst than any assassin.

55% in mid and 54% in top I really don't see what the issue is. She's an assassin counter and assassins are the new favorite things of the pre-season.
She is easily countered with range, MR shuts her down hard, she isn't tanky unless she gets ROD. Focus her in teamfights. It's really not hard
My only gripe with Annie is that TIbbers seems to have like 50000 movespeed
At ~5-6% play rate, and under 3 % ban rate, I just see a problem. There are a couple of champions with > 5 times that play AND ban, and those are a problem. Annie, by her play/ban rate is apparently neither considered OP nor toxic to play against by most of the community (or they'd be picking or banning her more).
Can't you just call in your Assassin to eliminate her?
dude just play Cho'Gath against her... you get free health with your ult and you sustain her damage with his passive. Other solutions include asking your jungler to gank mid so she burns her flash meaning she has to slowly walk up to you to use her ult which is pretty easily telegraphed in her movement. Like, she has really short range. REALLY, REALLY, REALLY SHORT RANGE. SHE CAN BE KITED AND KILLED FROM AFAR WITH ANY LONG RANGE MAGE.
