What exactly happens when you re-roll champion/skin shards?

In general it says: > you can re-roll shards to guarantee a piece of content you don't own

So, does this mean if I re-roll a champion skin shard, I'll definitely get a champion I do not own. However, if I re-roll a skin shard, I will still get a skin that I do not own, but from the global pool? (Meaning it can be skins for "champions" I do not own as well.)

I believe so. I have a bunch of skin permanents sitting forever in my loot, for champs that I have no intention of buying.

(You can still disenchant them or reroll them away, but it's still a bummer.)

Yes,if you reroll skin shards you can get skins of champs you don't own. My brother had found GentleMan Gnar this way without owning the champ, and had never considered buying him because he didn't like him nor the skin he had found.
