Hey Everyone if you could help me out I'm wondering if runes are calculated into a regen items' % increase I can't find a accurate note or anything on this and I want to know if a rune's increase in mana regen is considered "base" regen for something like morello's If anyone can answer this please let me know as fast as possiblesummoner 6 thank you

Can't find any real information on the subject. But Runes isn't base stats. So Mp5 runes shouldn't interact with an mana regen items.

Runes, masteries and items = BONUS therefore not base
