Heimer and Teemo

I am genuinely curious as to WHO at riot approved the concepts for Heimerdinger and Teemo, and if they were intentionally designed to be insanely annoying to play against. Because if there were other ability kits that were even remotely less annoying, and more fun to deal with, why were those not chosen?
