Annie ult CD Nerf PLS!

Annie's ult needs a nerf on its CD. The CD should start the count down once tibers have died. In my game i was even with annie. she blew all of her sums to kill me but i managed to get her down to half hp. she was able to push lane with tibbers and gained lvl 7. i died and rushed back to lane thinking okay this is my time to kill her she Just used her ult and she stayed in lane with half hp, she blew her flash and ignite. i still have my ignite up and i can definitely take out the last 1/2 of her hp. AND i still have my ult (yasuo) So i respawn and run back to lane shes 1/2 hp, mind you tibbers just died as im running back to lane. So i jump on to her E to a few creeps and Bam instantly get tibbers on my face and i die again. there is 0 counter play to getting blown up at lvl 6, respawn, runback to lane and instantly get blown up again from tibbers. there is no reason she should have her ult up 100% of the time
