He is nowhere near completion. When we saw him he was basically just a visual and artistic concept, without any kind of kit attached. Since then, Riot has said that the kits they were trying for him all fell through. Until a kit can be made for him, he's still going to be at a very early stage of his development cycle. There isn't much reason to suspect he'll have a release date anytime within the next year.
