The Veigar changes make sense, if and only if

I can land Veigar's W without first landing his E. If the PBE changes were to ship tomorrow, Veigar's win-rate would plummet. If this is the goal of these changes then congrats, Azir wont be the champion with the lowest win-rate (he's around 38% last i checked). I have never landed Veigar's W on another competent player without them being cc'd by myself of another similar length stun. The changes on the PBE take away my ability to stun someone when I want, and instead let the opposing player decide if he/she want to stun themselves. If i never lane my E i'll never land my W, leaving me with two skills, one of which was changed from a targeted spell to an unreliable skill shot, and the other just flat out nerfed. On top of that Veigar's Q, which is all of his dps (not burst), got an increased cooldown, meaning he'll only be able to fire off 1-2 max in teamfights. Now imagine if you could land his W by itself, he could actually lead enemy champions into his stun during the windup time. You could semi-reliably (it's still a skill shot) force enemys to make the decision to either eat the W damage or walk into a wall and be stunned to possibly be damaged more or get chain cc'd. If Veigar's W cast time was similar to Xeraths W cast time (.5 seconds) then i think this would be acceptable. If this change were made the damage would have to be moved around a bit (decrease base dmg and increase scaling) but it would be worth it. With all that being said i'd like to hear if anyone agrees with me, or if i'm way out in left field on this.

TL;DR: Changes ok (not a buff or nerf) if cast time on W is lower by at least half (1.2 seconds to .5 or .6 seconds). If not Veigar will only have 2 skills and be below Azir's winrate (38ish %) if shipped as is on PBE.
