Voting to kick troll players in champ select

So i had to suffer a penalty because I dodged a queue where last pick insta locked adc when we had one. Then talks about how he is gonna troll all game. In ranked this is no bueno. I would like to offer Riot an idea. Player vote for kick. No one should have to suffer a troll in their team and would thwart trolls from being trolls (somewhat). Have a kick reason. If players are negative to boot or no communication picks like mentioned above. The player would be sent to tribune and no one suffers penalty. Or even 5 min penalty for the accused. The vote should have to be unanimous. Just a thought. What is your thoughts? Please speak out against troll players. Fight the good fight.
