Is Ryze Still Out of Control?

Faced a Ryze top in my last game. He got rolling early and eventually wrecked my whole team. There was just fight after fight where'd he'd 100-to-0 people, and later in the game was doing it to groups. I guess my question is, outside of banning him, what do you to against a Ryze top that's not foolishly not warding? I understand you can call for ganks, but at the same time, most snowbally champions get pretty scary but not "I'm now ready to face your whole team 1 v 5" scary. He seems drastically overtuned. Any advice?
