Because they are still have movement travel time. You see things such as wukongs dash and vaynes roll have a travel time till they reach the end of their location and this is called a dash. While things like ezreals e are considered a blink and have no movement travel time and are able to get from point 1 to point be in a flash.
Now for my last comment. Its a slow, It hinders all sorts of movement, That is what it does.
