Anivia can no longer cast a max-range Q when you're targeting an area outside its range. This is absolutely absurd and 100% ridiculous. Was going to shell out $$$ for Zombie Brand but after seeing that this method of balance might become the norm, I have to seriously reconsider buy any more RP.

That's because IT'S A BUG.
Sorry if I come off as irate, but this has been pointed out several times as a bug.
If you want to make a bug report, use the bug report forum.
If you want to discuss the issue, I suggest using one of the few threads about this on Reddit. Pretty sure it even has a few red posts in it.
Either way, they're aware of the bug (it also affects Janna) and you should expect a fix in 4.19 (ETA next Thursday).
After i saw the method of nerfing a champion (sion.anivia,etc) i am so disapointed and i am playing lol not very usuall coz it have no action after this ridiculous riot's ''nerfs''
