How about making Draven's Q an ammo ability that stacks twice.
This isn't a balance change, but rather a 'clarity' change. Since it doesn't make since to me why he can't just start spinning two axes at once, at the beginning of a team fight? I mean, he has two arms, why couldn't he start spinning both axes if he wanted to?
