What is "Movement Prediction"

I made an NA account (I live in Europe) and my ping there is around 130, which I can actually play at. But what does "Movement Prediction" in the settings menu do? I know it says it helps when your connection is bad, but when I turn it on my movement becomes extremely choppy and unresponsive, it almost seems like I'm teleporting. Am I doing something wrong?
