Problems with tank items.

Recently a lot of traditionally ap champions have been going tank and doing better then if they build ap or even hybrid. The main offenders and but has also been a problem. The main offenders are and and i have even seen some hybrid tank . These guys ruin games, and recently ive been seeing more of them, and the only counterplay seems to be to go tank or get rolled by the onslaught of tanks over your one or two tanks and squishies. So my Question is such; are these items just bad for the game? can they be fixed?
