Most junglers can at least survive, and sometimes thrive, in other lanes than the jungle. This isn't the case for Nocturne. The sheer mana cost of all of his abilities keeps him from sustaining and even being able to be competent in any other lane. Without the blue buff, his outrageous mana costs mixed with his very low mana pool/regen rate keeps him from being even playable outside of the jungle.
Can this please be addressed? I miss Topturne

I use Kha'Zix at lane many times. Yes, he can lane. He may not be the best laner but he works well as a counterpick to many champions, and scale surprisingly well as an assassin during the mid/late game. His early game, despite being vulnerable, is not weak either.
Fiddlesticks is the only one who I can say that can jungle but can't lane. This is because unlike Kha'Zix, Fiddlesticks has no mobility and it sucks to last hit with him.
Vesarixx1 votesIt's weird I was vs a Kha'Zix in my last game, for some reason the enemy team had an ADC Gangplank and a support thresh that swapped with the solo lane Kha'Zix, so the comp was GP/Trhesh top, Vel'Koz mid, Kha'Zix bot and Shaco jungle. Ended up being a very strange game.

She is decent against squishy immobile laners with little or no hard cc or self peel (more common mid lane), even then if you let Vi charge her Q for over a second right in front of you and then actually get hit by it, you deserve to lose. Lane Vi is mainly about shoving lane then roaming/ganking, which is why I think 
is godly on her.

DillyDallyGhosT2 votesPlay him in mid lane, same with Vi. They likely won't kill their opponents but they clear waves decently and have terrifying roams, especially nocturne.
That said, these champions are designed to have high mana costs because their kits would make them incredibly oppressive laners if they didn't have steep mana costs. That's typically the case for champions who turn out to be more jungle oriented in their kits, they get bakanced around it. This typically involves a high damaging spell plus a gaurenteed ability to engage on your opponent, nocturne has all of the above. Trust me, you don't want him to be good as a laner because he would be gutted if he was.

Is a great top laner against tank tops because of her % damage. She's a great counter to nasus early game too, and she has the ability to poke and CS at the same time with her E, she does less well against ranged and damage oriented top laners though
Is an interesting support (Not necessarily a good one) and is probably the jungler that has the hardest time in a lane imo

That being said, I'm not sure how they could buff him for more widespread lane use when he is already sporting a more than healthy winrate out of the jungle.

I wouldn't call it a problem, it's a fairly healthy balance decision. It means a champion needs to pick its fights instead of just jumping into everything.

Dar Raksada1 votesI used to like nocturne mid, not sure if it still works (it started flask). You build his as a melee carry/assassin. Splitpush hard because you an 11 anyone, your ult will allow you to still join teamfights.
