add a flat rate reduction to resistances.
i have noticed that armor and magic resistances only reduce by a percentage and personally i find it stupid reducing by a mere percentage.(before you say it i know about amumu and the other forms of flat rate reduction but thats different)
i think that there should be a flat rate reduction based on the percentage that is prevented. about ten percent seems like a good starting point. as in when it prevents fifty percent of physical damage it should then prevent five physical damage. same with magic resistance. i think this will greatly improve competitive play and make penetration more important than it already is.
also it would be a nerf to teemo.
