remove sum lv limmits on low lv acounts

It is just stupid to not have all the sum spells (smite in particular) available on new accounts this only leads to fighting over who gets a solo lain top my bud just joined goes threw the tutorial finds a champ he wants to play and this is what hes introduced to people afk just because they did not get there desired spot on the map and when someone actually wants to go jungle they cant because they don't have smite make smite a lv 1 spell if you do want to keep this garbage system because if this is how new players are treated then no one will want to join (PS) it still does not stop smerfing

I find it stupid as well ,but it's for new players to learn what the new summoner spells do from the simplest to the hardest. Yeah also creating a new account for smurfing is looked down upon ,so you can stomp on newbs below your elo. It also makes new players to likely quit since they got destroyed overall it's fun if your the one smurfing ,but horrible to everyone else. Imagine laning and getting flamed for going 0 10 to a diamond player in silver.
