Take it like this. Ekko

**Parallel Convergence (W)
    Passive base damage lowered to 3% missing HP from 5% missing HP
    Passive AP ratio increased to 1% per 33 AP from 1% per 50 AP
    [NEW] Passive does minimum 15 damage to minions.*  


**Phase Drive (E) 
    Base damage lowered to 40/65/90/115/140 from 50/80/110/140/170
    AP ratio increased to .4 from .2

Let's take about the W changes first. The passive base damage will take a hit, I agree, but still. The AP changes are nothing. Let's take it like this:

Abyssal Scepter: A core item on Tank Ekko, giving the lacking AP, magic resistance and even more magic penetrating.

Scenario(With The "Nerfs): You are looking forward to get a kill on the enemy top laner, and they lost 500 health. That would deal 3% base magic damage. However, since you have 70 AP, you will get 2% bonus ratio, meaning it would deal 5%, the same as original. Yeah Rito.

Now for E changes. Same deal here. Base damage lowered, AP ratio increased.

Level 1: 10 Damage Lowered I guess hurts, EARLY GAME only. Level 2: Probably getting 2 or 3 items done. Doesn't hurt alot. Level 3: Same deal as level 2. Level 4: Probably have Abysal now. This means 115+28=143, compared to 140+14=144 1 DAMAGE OFF? Level 5: 140+28=168 vs. 170+14=182, 10 damage off.

Or, you could even get ROA, expend the magic resist and magic reduce for lots of health, mana, and even more ability power. Get it as first item and you'd be dealing even more damage.

Or you could or we could accept Ekko really "shattered time." Time=League
