Garen (what was supposed to be)

So, this last Garen patch brought through some of the "rework" which did not include the On-Hit effects for E.... i think that this could still be done if Riot wanted to maybe put something in play that would make the on-hit only happen on every 3rd or 4th hit or you have a percentage chance to cause the on hit effects... i dont know about everyone else, but i sure as hell think that update in the "rework" would have been awesome if done right... i think that this would be the best way to get on-hit E into the game.
