Character Panel: Movement Speed

Most experienced players know about the movement speed caps that are applied at 415 and 490. My question is: does the character panel show the actual speed your character moves?

Example: If my panel shows 600 movespeed does that mean my character will move 6x Teemos per second? Or will I move (600 − 490) × 0.5 + (490 − 415) × 0.8 + 415 = 530 like the example on the wiki?

Makes a big difference at high speeds.

TL;DR: Does the character panel show MS before or after caps are applied?

It shows the actual speed i.e. AFTER caps and other buffs/debuffs.

Tested with Garen. Lvl 1 Q gives 30% movespeed. Results were 340-->437.

Without cap it would go to 340x1.3=442. With cap: (442-415)x0.8+415=436.6

Excellent. Thanks a bunch!!!

I really wanted to test some Shyvana builds, but I wanted to know how much Celerity was really worth on a champion that gets SO MUCH movespeed (item 3078 item 3742 + her W, Burnout).

Celerity's AD/AP steroid is based on MS shown in the panel then, correct? For a champion that is almost always above 490 MS mid/late game, I suspect she's getting more cap penalties than most.
