Is Sion broken?

I didn't play against him for a very loong time, i played as jax normal game(am not played jax for long time also but hes pretty straight forward mechanically). I just couldn't touch him, if i come close his retarded wide/long q stuns me easily if i don't q back, he E me and pokes me when am bit far away, his passive wtf, he can easily tower dive me without much risk because his passive and i still die and he just farming effortlessly and building his health because i can't do shit on him even with jungler one of us dies because is impossible to farm and be over 50-60% health with him on lane and his mid/late game is sick also because of his ult and Q.

I don't know maybe am wrong but i wanna hear what other thinks about him
