This needs to be revised!!!!! i just bought a skin boost, then a player left. i didnt get to reap any of the benefits but still lost the IP. This needs to be fixed! I.E. refund IP when this happens, or not have the IP deducted until the game starts.

Seems valid. File a ticket to support and tell them while you're at it that since they're holding onto your $ against your will you deserve hourly interest >_+.
Skin boost RP should be refunded when someone dodges, so it might just be a visual glitch. Have you tried reloading your client to be sure? Otherwise a support ticket is the way to go and they can adjust things suitably.
