Is Ahri bugged

Well I was in this match as Ezreal vs. Ahri she was poking me with her ad taking half of my health down and I saw her base ad was 60, then next level 70. In the end game chat she said that she wasn't and that was her base ad, when she admitted that she did have that much ad w/o runes or masteries...I honestly believe that she is bugged.
