Veigar in the new AR URF

I think Veigar should be perma banned from AR URF. I have played against a few Veigars and by 20 minutes, they are already at or over 1k ap and just destroying teams single handedly. You dont even have to be a good Veigar player to unbalance the match. I am just trying to be fair. Even if I was to get Veigar, I know I would destroy teams. It would make the game, a bit trollish. So I think in everyone interest, like those who own every champ and have the lowest chance of getting Veigar, he should be banned from URF. What you guys and gals think? I want honest feedback. No trolling. No, "youre just trash". Be a positive role in the discussion.
