Better team

so i've been playing league of legends for like a year and i always get people who afk or feed riot really? how am i suppose to enjoy playing if i cant have a proper team.

The sad thing is that the quality of your team depends on sheer luck most of the time. The best advice I can give is when you do have a good team/player in a game, friend them so you can play with people who's skill level you know later. Or get some of your friends from real life and have them go into pre made games with you. Even if you lose at least you've played a game with people you enjoy playing with.

As for afk'ers I find half of the time that its not even their fault. I've been in the position before where my internet turned to crap or the riot servers fucked me over since I'm on the east cost. Trust me, the majority of afks or dcd want to play the game as much as you do but can't.

And yes most people can be assholes but Riot can't change that or guarantee people's ranked standings actually signify their skill level. There will always be that "one guy" on the team.
