if tank is Meta more 3 months make Locket of iron Solari also "1 item per team item"
Bonus Shield\HP\Healing\AOE utility items should be limited to 1 item per team

and with this
Junglers can buy also sightstone or even your Top laner  instead of the Support and can make new playstyle in both lanes
Tank meta will be more softly without 2 lockets.
Ivern can be more Viable
