AUTOFLL DYNAMIC QUEUE

Can i turn off this auto fill? i understand why its in place (to make queue time shorter) but it makes it longer because people dodge games. they don't want to play a role so they dodge and it makes for a lot of arguing or trolling in the champ select. people get tilted before the game even starts.
