Closed Chat Public Betas

We need to get a non-chat public beta room going. There is nothing but nerd raging at not getting the champ you want when doing PBE. A closed chat would help to fix this. After champ select the chat should be closed and only pings to communicate. This is only PBE, where things are tested. It's easier to test without having people getting mad and trying to ruin your gaming experience. I'm not saying close off PBE chat, just a different mode where you have no chat on.
