I don't think he ever really got the meaningful changes to become potent in this game again. Pretty sure Riot forgot about him, but that doesn't mean he doesn't need buffs.

I believe he's one of those light fighter/diver champions. I don't think any of those have gotten meaningful changes in a long time, besides Fiora

Nocturne is deceptively strong. As much as I'd like it, he doesn't really need any damage buffs. Any changes to his numbers would just push him over the top. I hope Riot does look at him if they decide to work on diving fighters as a whole though. I think he could use some light changes to his kit to make his skills more cohesive
