Not Playing Your Drafted Role

So, I have an issue that I sent a ticket in about, and a Riot employee actually suggested I make a thread about it because it's a problem that has yet to be addressed. In the new queue system that dominates both ranked and normal draft queues, you have the ability to select a primary and secondary role. My issue, was I was queue'd with some butt munch that put fill as his secondary, and when he didn't get his primary (jungle) he locked in Shyvana, grabbed smite, and said "I'm gonna jungle." in the chat.

I would assume Riot saw this coming, so why is there no ability to report for it? There's no tab in the report screen for people who do not play their drafted roles, and there should be. When I select my two roles, I play what I am given, because that's the understood rule, but if there's no way to be punished for this, what's to stop people from just playing what they want no matter what they queue? It defeats the ENTIRE PURPOSE of the changes to the draft.

I want Riot to see this so we can get something done about this. I'm in Plat, so I had assumed most of the toxicity would be in low Bronze, but apparently there are hundreds of guys "serious about getting to diamond" and insta-locking Riven no matter their role.

Only listing champs of a role would hinder the game. You would not see support Poppy, Brand, Vel'Koz ever come to be. Morg and Lulu would have never made it to where they could support and go solo lane. That said I do agree that there should be a way for people like the ones you speak of the be held accountable.

Or just add the option to only play one role and have a longer queue.. yes, it would make everyone's queue longer and sort of be a step back towards teambuilder, but it would be less toxic, cause less dodges, and be less all around aggravating than the current utterly broken dynamic queue

Option 1 isn't a bad idea.

Option 2 would be pretty anathema to the game though. Part of the fun of LoL is being able to run any champion in any lane with any rune-set with any mastery set with building any item with ranking abilities in any order. Forcing specific champions for specific rolls really kills the spirit of the game: if for no other reason than destroying the illusion of freedom and making "fallowing the meta" feel claustrophobic. Preventing players from breaking the meta would also prevent a lot of shifts the meta took, like Ashe+support being a bot-lane thing rather than Ashe being solo mid.

More importantly: I've had a few games where people just asked me nicely to please play the roll I got picked from matchmaking, and I'd like to be able to trade lane positions.
