Alternate Champion Kits Based On Skins

Balance and update issues aside - there's plenty of champions in the game now, and champion discussion is based around one kit of four skills. I think it would be cool for Riot to make four alternate skills and link it to a champion skin, allowing for a different way to play your favorite champion. This would give a champion a second way to be played. I'd also like to see theme skins have a synergy to them. Right now there's little audio clips and animation differences, but there's no gameplay effect for having all the star guardians on one team. Part of what makes league of legends great is that they don't paywall any gameplay mechanics. However, skins create a strong expectation of that player favoring that champion, and if Riot allowed players to choose an alternate skill kit they would definitely love it.
