What is even the point of doing Vel'Koz's ult at this point?

What is even the point of ulting with Vel'koz? Am I missing something? It feels like I am doing even less damage after a combo string of all moves. It feels as if Brand and Malz got the better end of the deal over Vel'Koz. Yeah, I understand that his ult does true damage but it feels much much weaker. I had a Leona in bot lane, not building MR, eating up my combos like it was nothing. I don't understand. Every other mage champ got some godly thing, but Vel'Koz had one major part of his damage taken away. I am of course talking about how his ult now doesn't allow him to proc his passive after this patch.

Is there an adjustment as a Vel'Koz main I will have to do to try and compensate this? Can I no longer support Vel'koz and install fear into my enemy? It just seems weird to me that, where every other champ has usually a point and click move set got stronger, but one of the champs that requires a constant understanding of movement for almost all of his moves, as none of them are simply point and click on champ, will be punished so much.

Also, I really hope to have boot enhancements back sooner then later. It allowed people a chance to build up their champ their own way just a little bit more.

Rant over TL;DR Did Vel'koz ult become weaker without procing his passive? What can I do to play him better with these new patch updates?

Yes his ult has become significantly weaker to most targets even with a new optimal build. At level 13 you lost around 300 damage to targets < 70 MR, break even around 130 MR and gained 80 damage to targets with 160 MR. Which is a lacklusting 2-3% of a tanks health. Riot added too much value to his ultimate becoming true damage, by nerfing him and adding a condition. I guess they forgot that Vel'koz built magic penetration and was already doing that true damage to a lot of targets with all his abilities and was allowed to proc his passive with his ult. But hey any comment on this gets downvoted, because the community still has the illusion that Vel'koz has become OP with a 1.0 scaling true damage ultimate.

Oh and Vel support basically became as viable as Lux support (46% winrate) thanks to magic penetration no longer being efficient. Thanks rito.

You had tanky champion with free MR/Armor ability eating your combos, when you had no AP, and you complain about what?

This was mid game, at that time I was up around +300 AP, and she still had not yet built any MR. Her MR sat at about 40ish the entire time, having only around a 37% reduction to AP abilities. However if you read it, I was asking for more appropriate playstyles and methods to try and get back into the swing with Vel, not just blindly bashing and complaining about what they did to him.

About a champion that is supposed to deal a lot of true damage, therefore not cares about MR from her W. A champion that used to build magic penetration over raw AP, because his base damages are good. And yes good enough to blow up a Leona. Have you even played with or against a Vel'koz in botlane?

To be honest, his ult feels much the same to me. It does not do the chunks of damage anymore, but I still need to get oppononents down to roughly the same amound of HP to kill them with my ult as before.

There have been a few times where I thought I was going to do true damage, but didnt (because I just missed one skillshot to make my target researched), which made my ult feel slightly weaker. It may be that that happened to you. Reseaching opponents properly is now a lot more important.

you're complaining about damage vs a naturally tanky champion when you're a support.......

idk why they changed it. his old ult was just fine. this new ult just seems like it will be either underwhelming or overpowered
