Lowering gold from kills

I'm sort of new to League of Legends, I just hit level 30, and started rank, and i really enjoy the game. But, almost every game i play, I lose because of my team feeding. I win lane, roam and then suddenly, my KDA makes it so that it looks like im feeding. The other team is so fed, that i can't do anytning. I get that you should be trying to enjoy games but I can't when i have more gray screen than color...

Lowering gold would make it so that when people get kill they'll still be fed, but I can actually fight back against them.

This is not a popular opinion, so you'll get downvoted because people like to go for kills or "frags" as one might say.

You are right, however, lowering gold gained from kills or creating a window (in my opinion) where you can prevent the gold they gain would be a good way to minimize early game feeding; My idea calls for them to get the gold over time as a buff, and by killing them, they lose the buff and therefore the gold.
