When I get red or blue buff at the start of the game why do I finish still at lvl 1
I start the game with the leash and stuff but if I smite or if my team doesn’t leave when it has 1000 hp I don’t lvl up I only get half the exp please help me

You should always get level 2 if you are a jungler, though you HAVE to have the jungle item first, Either Hunter's Machete
, or Hunter's Talisman
, if you take any item other then those you do not get full XP from the jungle camps.
its because your team-mate is soaking up some of the EXP from the death of the camp.
Like the other guy said, you HAVE to take machete or talisman first item in order to get the full XP.
All jungle camps spawn as level 2, and give a flat ammount of XP. This flat ammount isn't enough to hit level 2 on its own, however the jungle item adds a bonus and thats "catch-up experience", so for every level difference (since you're level 1 and the camp is level 2) you'll get more XP, just enough to level up.
Did you buy a jungle item?
