Riot please adjust dodge timers

I don't mind losing 3-10 LP for dodging a game in champion selection, but when I have to dodge multiple games in a night because of trolls and all around dumb players I don't feel I should have to wait 30 whole minutes just to find in my next champ selection someone does something equally ignorant that makes me need to dodge yet again.

Example: I dodge a queue because this guy at last pick is unhappy he doesn't get his role and decides to troll and instalock a champ for "his" lane anyways. Now I wait the 6 minutes and lose 3 LP just to find in the next champion selection the same sort of bad attitude player does something very similar to what I just dodged for. Now I have a choice. I can either dodge this queue as well since no one else seems willing to or play a game that is almost certainly going to be agonizing for all involved (except for the troll because they are loving the mayhem they have now caused). I decide to cut my losses (and now lose 10 LP) and dodge this anyways and come meander on the boards while I wait for the now 30 minute wait time before being allowed to queue up for ranked once again. Now I am finally back in the queue for yet another chance to play some ranked and our last pick decides to play Master Yi mid into a Heimerdinger. I already see where this is going so I just say to hell with it and dodge one more time forfeiting yet another 10 LP and once again having to wait 30 more minutes to queue up again.

TLDR: Riot needs to reduce the time for ranked queue dodging down to 15 minutes just like it is for normal draft, especially since we are already forfeiting hard earned LP for the dodge in the first place.
