Can I buy a new player pool ?

Dear Riot,

I am a player with several accounts on multiple levels of skill / elo. It is my personal observation that the player pool or summoners within the game are becoming exponentially worse as far as mechanics and general game play. You as a company sell a multitude of beautiful skins for champions, wards and icons. Is it possible for you to please sell individual summoners with basic game knowledge and mechanics for me to pick from and purchase ?
