Arcus Diabolus2 votesThe point is to save a teammate, not knock up the whole enemy team. The idea is you drop a resistance buff on your ally then threaten their attackers with damage and a knock up if they don't get far away.
The knock up is supposed to be more of a deterrent than anything.

Sukishoo1 votesIf they did that, he'd just be another Shen, which he already has bits and pieces of him and pantheon mixed in with the ult but it's not 100% the same. So, they did this, in order to keep the champions different.
