Fix Situations when People Leave or Disconnect.

I feel that if someone leaves they should be replaced by someone in solo que. They should give the new person the same level of the highest level member of the team that they joined (Example: if on blue team a darius is level 10 then when joining in for the first time you should be a level 10). As for gold they should give them the highest received gold out of the members of the team (Example: if on the same blue team as darius there is a shaco that has earned 8k gold then when joining in for the first time you should have 8k gold).

For those who disconnect they should be given 2 minutes to retry. if unable to reconnect they should be kicked from the team. Then replaced with someone in solo que and follow the rules stated above.

Cause a loss of players because of them trolling and leaving affects the gameplay and enjoyment of the game because the team missing a player is constantly having to battle 4v5 and its already hard enough when you have team mates who don't do well and are feeding the other team. But to have to always know your gonna get ganked a lot of players just quit even trying since they know its a loss unless they see a member who can solo carry it all (rare).
