permanent champ shards are from retooling 3 champion shards when you already own all the champions
blue essence is when you disenchant a champ shard/permanent champ shard

Hiroki491 votesYes and no, you can get chests and keys for free or with RP, it just takes longer if you are taking the free route.
You get a chest when you get an S- or higher in a game, and you get keys from winning games with friends.
you could spend RP to get chests or keys or bundles of both.
I have mastery 6 on Anivia (I'm 1/3rd of the way to mastery 7 on her), and I didn't spend any money.
