How to Toggle Advanced Ability Information

My abilities no longer give me the advanced information (The scaling and the actual numbers my stats increase) unless I hold "Shift". I use to not have to hold "Shift" and I can't find anywhere in the settings that will let me toggle or change this setting. Does anyone know how I can make the abilities show me advance info without holding "Shift"?
