no, stop trying to make up excuses now. Bard cannot beat soraka unless the soraka is a moron and let's herself be stunned by his Q in which case you could beat that soraka player with ANY support. A hard engage support will beat soraka as long as your ADC actually follows the hard engage any other matchup is essentially you waiting for your jungler to come and gank the soraka or try to poke the soraka down while dodging her Qs as much as possible
